The fast first movement of this work builds to a florid, Middle Eastern sounding theme, and the fast third movement builds to an asymmetrical rhythm in 14. However, the slow central movement is the essence and focal point of the work and is based upon a poignant, lyrical theme that also appears in the brief introduction and in the conclusion. The full range of the oboe is exploited, both emotionally and technically. The title stems from the fact that much of the music was written on a South Carolina beach in the summer of 1992.
